85% of project managers manage multiple projects simultaneously. Without having proper documentation in place, it can quickly turn into a messy situation.
Miscommunications and unrealistic expectations that follow without a plan in hand lead to delays, budget overruns, and, ultimately, a project that fails to meet its objectives.
This is where project management documentation, such as a statement of work, comes in handy.
But what is statement of work, exactly? This article will break down everything you need to know about SoWs.
I’ll describe what is statement of work, it’s different types and include some clear-cut examples that will have you drafting your own SOW in no time.
Statement of work definition
A Statement of Work (SOW) is a document that lays out the details of a project. The exact definition of statement of work is a document that outlines the project's objectives, scope, deliverables, timeline, and responsibilities of all parties involved.
It helps both the client and the service provider clearly understand what the project is, what needs to be delivered, and by when.
Companies use SOWs to make sure everyone is on the same page about a project. It's super important because it prevents misunderstandings and helps keep things organized.
The typical statement of work components includes:
- Project scope that describes what the project will accomplish
- The goals the project aims to achieve
- The specific deliverables that will be handed over to the client or stakeholders once the project is finished
- The project timeline
- The payment terms, including the estimated costs of labor, materials, and any other fees
Why is a statement of work important?
A statement of work is more than just a "what is being done" (which is what a scope of work covers). It goes beyond that to include the how, why, and when.
This document also serves as a reference point throughout the project. It ensures that everyone stays on track and delivers what's expected.
91% of project management professionals report that their organizations encounter difficulties in project management.
Without solid documentation which includes a statement of work, projects can easily veer off course and result in delays or cost overruns.
Types of statement of work
Now that you understand what is statement of work, let’s take a closer look at three common types of statement of work: Design, performance-based, and level of effort.
- Design SOW: This type of SOW focuses on the creation of detailed plans or specifications for a physical project. For example, in construction, a design SOW would outline the architectural drawings, structural plans, and materials specifications needed to build a new office building. It clearly defines what needs to be designed before any physical work begins.
- Performance-based SOW: This SOW emphasizes the outcomes and results that need to be achieved rather than the specific methods/tasks to be performed. For instance, in a software development project, a performance-based SOW would specify that the software must meet certain performance metrics, such as response times or customer satisfaction scores. It allows flexibility in how the work is carried out as long as the agreed-upon outcomes are met.
- Level of Effort SOW: This type of SOW describes the amount of time and resources (effort) that will be dedicated to a project rather than specific deliverables or outcomes. It's commonly used in consulting or professional services contracts where the exact scope may evolve over time. For instance, a level of effort SOW for an advisory project might outline that a consultant will dedicate a certain number of hours per week or month to provide strategic guidance to a client.
Understanding what is statement of work is only half the battle. The other half is to actually write it. Here’s how you can do it.
How to write a statement of work? 7 simple steps
Writing an effective SOW requires attention to detail and quite a lot of brainstorming. Here's a step-by-step guide that breaks down how to write a statement of work.
1. Write a title
As obvious as it may sound, start by labeling your document as a "Statement of Work" at the top to make it clear what the document is about.
Next, include your business name and your client's name to specify who is involved in the project. Finally, assign an SOW number for easy reference and tracking.
2. Define project objectives and scope
In the introduction section of your SOW, clearly define what the project aims to achieve and the boundaries within which it will operate.
Specify the goals and outcomes expected from the project. Be also specific about what's NOT included in the SOW.
It will set the foundation for everything else in the Statement of Work (SOW) and ensure everyone understands the project's purpose as well as its limits.
3. Detail deliverables
List all the specific items or outputs that the project will deliver upon completion. Be precise and detailed about what needs to be produced.
It could be a product, a service, meeting certain metrics, or any other tangible result. Include quality standards or criteria that must be met for each deliverable and leave no room for doubt.
4. Outline milestones
Break down the project timeline into key milestones and deadlines. Specify when each deliverable is due and any interim checkpoints or reviews that need to occur to manage expectations.
Also, ensure progress is monitored effectively throughout the project.
5. Define roles and responsibilities
Clearly define who is responsible for what within the project team. Outline roles, responsibilities, and reporting structures to avoid confusion and ensure accountability.
This section should clarify both client-side and contractor-side responsibilities if applicable.
6. Specify the budget
Detail the resources required to complete the project successfully, such as materials, equipment, software, and any other resources needed.
Then, specify the budget or cost constraints. Outline your payment schedule, including how much is due and when, and any additional costs or change fees that might apply.
Be transparent about finances to avoid any surprises down the road.
7. Discuss terms and conditions
Include any legal or contractual terms that govern the project. It may cover issues such as intellectual property rights, confidentiality, warranties, and liabilities.
Ensure that all parties involved are aware of and agree to these terms before work begins.
Now, let’s look at a sample statement of work template.

Here’s a sample statement of work template that you can use as a foundation for your SOW terms. Feel free to expand or modify it to suit your needs.
